Sanctioned fleet by flag transparency
Of 1,471 OFAC-designated vessels with a recorded flag, 33.5% fly a flag-of-convenience / shell-jurisdiction register and only 0.4% fly a flag from a transparent public-UBO register (data as of 2026-07-30).

OFAC has designated 1,524 vessels across 7 sanctions regimes; the largest is Iran with 644 vessels (42.3%) — data as of 2026-07-30.
Flag of convenience by regime
Flag-of-convenience reliance varies sharply by sanctions program: 63.5% of the Terror-finance / proliferation-program fleet flies a shell-jurisdiction flag versus 5.2% of the North Korea (DPRK)-program fleet — across 1,471 OFAC-designated vessels with a recorded flag (data as of 2026-07-30).
Vetting-grade distribution
Across 2,189 screened vessels, 78.8% sit at vetting grade D–E (elevated-to-critical risk) and 9.9% at grade A–B (low risk) — data as of 2026-07-26.
