Active sanctions programs

Syria is no longer under a comprehensive US embargo — E.O. 14312 terminated the programme on 1 July 2025 and 31 CFR part 542 was removed. Targeted designations remain under PAARSS (Assad-linked persons, Captagon trafficking, ISIS and Al-Qa'ida affiliates), and the EU retains its own measures. Screen the counterparties rather than reading the flag as a blanket prohibition.

Syria also features in port state control performance data: Paris MoU 3-year detention rate 25% (black list), Tokyo MoU rate 22% (black list).
