Detention rates reflect the percentage of SY-flagged vessels detained out of all inspections at member-state ports over the most recent three-year window. Black-list flags face the highest inspection targeting frequency and the most severe scrutiny on chartering, financing, and insurance.

Syria is currently under Sanctions program sanctions programs: OFAC PAARSS, EU SYRIA. Syria is no longer under a comprehensive US embargo — E.O. 14312 terminated the programme on 1 July 2025 and 31 CFR part 542 was removed. Targeted designations remain under PAARSS (Assad-linked persons, Captagon trafficking, ISIS and Al-Qa'ida affiliates), and the EU retains its own measures. Screen the counterparties rather than reading the flag as a blanket prohibition.
