Maritime Risk Context

In the last 180 days, ArcNautical recorded 40 vessel arrivals at Varna, with Cargo accounting for 79% of port calls — in line with the Black Sea regional average of 76%. Varna in Bulgaria sits in the most volatile maritime environment in the world. Since Russia's full-scale invasion of Ukraine in February 2022, the Black Sea has been a theatre of active naval conflict — mine strikes, missile attacks on port infrastructure, and interference with commercial shipping are a daily operational reality. The Joint War Committee has designated extensive portions of the basin as a listed area, and war risk premiums have escalated dramatically. Russia's Black Sea Fleet has attacked Ukrainian port infrastructure and commercial grain vessels with cruise missiles and drones; the UN-brokered Black Sea Grain Initiative collapse left operators without a formal de-confliction mechanism. Access through the Bosphorus and Dardanelles is controlled by Turkey under the Montreux Convention.
